Senior Medicaid APD & Systems Consultants

HealthCare Recruiters International is seeking experienced Medicaid APD and systems professionals for current and upcoming consulting opportunities supporting state and U.S. territorial Medicaid programs.
We are particularly interested in professionals with experience supporting Advance Planning Documents (APDs), CMS-funded Medicaid initiatives, Medicaid Enterprise Systems (MES/MMIS), and state Medicaid modernization projects.

- Advance Planning Documents (APDs)
- Planning APDs, Implementation APDs (IAPDs), and O&M APDs
- APD narrative development and review
- APD financial and budget development
- CMS funding requirements and approval processes
- Medicaid Enterprise Systems (MES/MMIS)
- Medicaid systems modernization
- CMS certification
- MITA and T-MSIS
- Eligibility and enrollment systems
- Provider enrollment
- Health Information Exchange (HIE)
- Medicaid technology procurement and implementation
- Project and program management
- Risk, issue, schedule, and deliverable management
We Are Particularly Interested in Professionals Who Have
- Experience developing or supporting Medicaid APDs
- Knowledge of CMS APD requirements and Medicaid funding mechanisms
- Experience working directly with state Medicaid agencies, CMS, Medicaid vendors, or consulting organizations
- Experience supporting Medicaid technology or modernization initiatives
- Strong project management and stakeholder communication skills
- Experience leading client, vendor, and cross-functional meetings
- Ability to translate complex CMS and Medicaid requirements into actionable plans and deliverables
Potential Backgrounds
Candidates may come from backgrounds such as Medicaid APD Subject Matter Expert, Senior Medicaid Consultant, Medicaid Systems Project Manager, MES/MMIS Project Manager, Medicaid Modernization Consultant, CMS Certification Consultant, Medicaid Program Manager, or State Medicaid Systems Leader
Opportunity Details
These are remote U.S.-based opportunities, with contract, contract-to-hire, and potentially permanent engagements depending on the assignment. Compensation will vary based on experience, scope, and engagement.
Some opportunities may require travel to support client meetings, planning sessions, and key project milestones. Current and future engagements may support Medicaid programs throughout the continental U.S. and U.S. territories, including American Samoa, Guam, and the U.S. Virgin Islands.
