HealthCare Recruiters International (HCRI) is hiring a Chief Operating Officer (COO) for a non-profit behavioral health organization serving a rural, high-need community. This role reports to the CEO and leads day-to-day business operations across a Medicaid and state-funded system.
We are targeting leaders from community-based behavioral health environments with strong operational and financial experience. This is not a hospital Administrator role.
COO Responsibilities
• Lead day-to-day business operations
• Partner with CEO on strategy, execution, and organizational alignment
• Oversee administrative operations and infrastructure
• Drive operational strategy tied to Medicaid and state funding
• Oversee Revenue Cycle Management (RCM)
• Oversee Medicaid reporting, reimbursement, and funding alignment
• Ensure compliance with Medicare billing and behavioral health services
• Manage SAMHSA funding and federal block grants
• Identify Behavioral Health Capital Funds and Early Access funding
• Oversee BHSD audits, licensing, and regulatory compliance
• Monitor budgets, financial performance, and revenue targets
• Improve workflows, systems, and operational efficiency
• Oversee HR operations, staffing, and performance management
• Maintain relationships with Healthcare Authority (HCA)
• Represent organization in state and community initiatives
COO Requirements
• Executive leadership in behavioral health
• Non-profit or community mental health experience required
• Strong Medicaid and state-funded system experience
• RCM experience in behavioral health
• CCBHC experience including PPS and cost reporting
• Experience with prior authorizations and BH payers
• SAMHSA and federal grant knowledge
• Experience with HCA reporting and Medicaid programs (Turquoise Care preferred)
• BHSD audits and licensing experience
• Strong financial and operational leadership
• Onsite leadership required
COO Compensation & Benefits
• $135,000 – $165,000 base salary
• $5,000 relocation assistance
